Entry-Exit Inspection and Quarantine Instruction


  In order to hold the China (Qinghai) International Halal Food and Products Exhibition successfully, to ensure exhibitors and merchants a convenient import and export inspection and quarantine, in line with the LAW OF THE PEOPLE'S REPUBLIC OF CHINA ON IMPORT AND EXPORT COMMODITY INSPECTION, LAW OF THE PEOPLE'S REPUBLIC OF CHINA ON IMPORT AND EXPORT ANIMAL AND PLANT QUARANTINE, THE FRONTIER HEALTH AND QUARANTINE LAW OF THE PEOPLE'S REPUBLIC OF CHINA and THE FOOD HYGIENE LAW OF THE PEOPLE'S REPUBLIC OF CHINA, we hereby formulated the services guide.
1. Reporting and Registering the Exhibition Convention
  The Chief Units or their proxies of the Exhibition Convention need to submit the following documents to the Inspection and Quarantine Authorities.
1) A duplicate of Exhibition Certification.
2) Bill of Exhibits.
3) The disposal plan of the left products after the exhibition convention.
2. Declaring import commodities for the exhibition
1) Import Goods Declaration Form
2) The Power of attorney on inspection and quarantine report.
3) B/L, D/O
4) Official quarantine certificates issued by exporter authorities.
5) Original cope of Permit of the People's Republic of China for the Quarantine of Entry Animals and Plants needs to be submitted, if the examination and approval of the quarantine of the animals entering the country are required in the Law on the Quarantine of Entry and Exit Animals and Plants.
6) Permit of the People's Republic of China for the Quarantine of plants needs to be submitted, if the exhibits are in wooden packages.
3.  The administration of entry exhibits' declaration
1) The applicant submits the  "Application Form for Registration of Inspection Declarer"  and the related materials to the Inspection and Quarantine Bureau at the location of acceptance.
2) After accepting the application, the Inspection and Quarantine Bureau shall examine the application materials thoroughly according to the regulation, and decide whether to approve licensing or not within. If approved, the Qualification Certificate for Inspection Declarer shall be issued to the applicant.
3) The Inspection and Quarantine will offer commercial inspection certification.
4.  The administration of exhibition site
1) Before arranging the exhibition, the chief units or their proxies should contact with the inspection and quarantine institution for the site inspection and quarantine and supervision
2) Without permission by the inspection and quarantine institutions, no loading or unloading the luggage, cargo or postal parcels shall be permitted.
3) Entry Exhibits are prohibited for sale.
4) Strict recording the entry amount of all exhibits.
5) If exhibits are found discrepancies with the certification, or without declaration or objects prohibited from entering the country, or unusual exhibits and with harmful organisms, the inspection and quarantine officers have the rights to get them sealed immediately or take further measures. All the chief units or proxies should cooperate with them.
5. The handling of exhibits after the exhibition
  Normally imported animals, plants and their products should be returned to where they come from or be destroyed after the expo. At the request of the participant or its agent, they can be reserved with the permission of CIQ Qinghai. No permission will be given without a qualification conclusion upon inspection or quarantine by CIQ Qinghai. The unqualified products will be disinfected or destroyed.
6.  Restriction on articles assigned for the expo
6.1 The following articles are not allowed for entry:
Zoopathogen and phytopathogen(including germs and virus); harmful insects and other harmful biotic; dead animal body; soil; animals and plants as well as their products from epizootic countries and regions, the catalogue of such articles can be found on the column of Quarantine on Animals and Plants included on the website of AQSIQ at
www.aqsiq.gov.cn.
6.2  Regulations on the quarantine and approval of propagation and relevant products for exhibition
6.2.1 The following articles can be brought into China without the procedure of quarantine and approval.
Animal-related Products: Wet blue, tanned fur,  carbonized wool, cetacean, aquatic products,bee-related products,egg-related products (excluding fresh eggs), dairy products (excluding fresh milk), cooked flesh products such as sausage, ham, canned flesh products and grease produced in high temperature.
Plant-related Products: Grain-processed products (rice, flour, rice noodles and starch, etc), potato-processed products (potato flour), fodder additive made from plants, lactobacillus and microzyme.
Other articles for exhibition have to be examined initially by the Entry & Exit Quarantine and Inspection Bureau of Qinghai Province before the final approval by the General Administration of Quality Supervision, Inspection and Quarantine except for the above-mentioned articles.
6.2.2 As for the articles to be quarantined and approved, the exhibitors or their agents should turn in their application to Entry & Exit Quarantine and Inspection Bureau of Qinghai Province 15 days at the least before the delivery of the articles. The list of articles for exhibition and relevant certificates of exhibition issued by Chinese government should be submitted during the application.
7. Administration Rule on Inspection and Quarantine for Articles Carried by Entering Passengers
  The above rule is to be executed according to the regulations of "Administration Rule on Articles carried by Entering/Exiting Passengers" of Order No.56, 2003 from the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China.
8. Legal Liabilities and Relevant Interpretation
8.1 Anyone who intentionally provides false information on articles, or escapes intentionally from inspection and quarantine procedures, which causes serious consequences such as the spread of epidemic diseases, shall be investigated for juristically responsibilities according to the relevant laws and regulations by the inspection and quarantine institution. CIQ officials must stick firmly to their duties. Those who violate the laws and regulations and /or neglect their duties shall be charged with administrative punishment or with criminal sanction if they convict a crime.
8.2 CIQ Qinghai has the discretion to provide final interpretation of this Guidebook

Note: For the inhibitive articles in the above list which need to be introduced in for special reasons like scientific research, application is to be proposed in advance for approval from National Animal and Plant Quarantine Bureau.
2. SHIPMENT NOTES
  Authorized by the organizing committee of 2007 CHINA (QINGHAI) INTERNATIONAL HALAL FOOD AND PRODUCTS FAIR, Sinotrans Air Transportation Development Co., Ltd., Qinghai Branch will be in charge of the shipment of the exhibits. The shipment notes are as below:
1.Since the attendants complete the shipment of the exhibits,all the valid documents including the B/L, Packing List, Invoice and the scheduled arriving date at Chinese port are required to inform timely by fax and then send by DHL to Sinotrans Air Transportation Development Co., Ltd., Qinghai Branch to deal with the receiving, transporting and declaring of the goods in China.

3. Exhibits arriving Date at Chinese ports:
For the exhibits arriving on the exhibition site on time, depending on the location and transport mode, the attendants should, in advance, arrange the shipment to Chinese ports. The exhibits are requested to be arriving at the Chinese ports before the designated date:
Exhibits by sea: before October 15th at Xingang Port, Tianjing
Exhibits by air: before October 25th at Xining Airport
4. Shipping Mark:
The following words must be marked on each package of the exhibits:

5. Releasing:
